For as long as I can remember, I have always carried concern for others, perhaps in reaction to my own educational environment.
This is how, for example, at the age of 11, I was able to save a 4-year-old child who had slipped on an icy road from being run over by a car that was skidding and getting out of control. its driver. This empathy permeated my professional life and dictated my options within it. This is why among the choices that were offered to me, I opted to work within the municipal service “of celebrations and ceremonies” so as to be as close as possible to collective and civic life. In the same way, I volunteered to participate on site, for a month, in an effort to clean up the beaches of Côtes-d’Armor following the Amoco Cadix disaster. This mission involved a large part of voluntary work.
In 1981, after the last great flood of the Seine, I had to pull out of the water, 3 people aged 60 to 75, who, panicked, had left their submerged homes and were threatened with being swept away. by the violence of the current on the quays of the Seine in Corbeil Essonne,

From 1969, and until 1995, outside work but benefiting from the privileged contacts that I was able to establish, I organized and set up in the town of Corbeil Essonne, the operation of the “bouchons d’Amour” in order to collect in schools, restaurants and other voluntary points, plastic caps for the benefit of hospitalized children.
From 1995, other people took over, and I got involved, always on a voluntary basis, in setting up and running the “restos du cœur” until 1998.
From 1998 to 2010, my new professional assignments no longer left me the time to engage responsibly in other volunteer activities.
In 2010, I joined the UNC (National Union of Combatants) where I was elected very quickly by the Vice President Office, more specifically responsible for developing actions perpetuating the spirit of the founders.
In 2010 I was elected President of the Soldats de France for the city of Corbeil-Essonnes.
This year, I accepted the honor given to me to be designated National Flag Bearer, for the department of Essonne, at each official ceremony. I contribute to the spirit of memory by: Heirs of History – Builder of the future.

You were born in April 1965 in Tripoli – LEBANON and you began your studies at the Faculty of Law of Tripoli, then you obtained your accounting diploma in Damascus in Syria and finally your VAE diploma at the University of Panthéon Sorbonne – Paris 2 .
You worked as an Arabic-French translator in collaboration with the Dean of the Investigating Judges at the High Court of Poînte-a-Pître and assisted the judicial police in Guadeloupe, where you stayed for 17 years. You were appointed Honorary Vice-Consul of the Syrian Arab Republic in Guadeloupe at the age of 30.
You created the SYRO-LIBANAISE Association of Guadeloupe where you remained President and Founding Member for 9 years, until your departure for France at the end of 2007.
Within the framework of this Association, you took an interest in the poorest people and worked on major charitable and humanitarian actions, in Guadeloupe as well as in the neighboring islands such as Dominica, Antigua and Barbuda in the West Indies.
You travel a lot and currently on the occasion of your international business activity, you started your humanitarian project in Africa, in Mali in 2013 to build schools in an area very far from BAMAKO where all the children are illiterate. You are very sensitive to the cause of children. You have also financed groups of very poor artisanal gold miners made up of 50 families to enable them to work and earn a living in a dignified and decent way. You brought them food and hope.
You are a Benefactor member of the “Contraaddiction” Association, whose President Bruno Balduc, Police Commander, works to help people who are under the influence of addiction.

And we also have the support of other associations which have a dozen of them. This year, its tenth edition will be held on July 13 and 14 in Choisy le Roi.
Since 2002, I regularly take part in the traditional festival called “Feast of Prabang” bringing together around fifty associations domiciled in France, Belgium and Germany; It is a great cultural event organized by the Laos diaspora.

Gabriel BALTIDE
You were born on June 12, 1961 in Rivière-Pilote – in the south of Martinique, whose name dates back to the 17th century. In 1635, when the first settlers landed in Martinique, they took the habit of naming “pilots” certain Caribs who served as their guides on the sea through the islands and coral reefs, on land in the tropical forest but above all on intermediary with the local populations. In 1636, a Pilot settled next to a river in the south of the island. This corner of paradise successively becomes the Rivière du Pilote, then Rivière-Pilote.
Quickly, the desire to discover life and help others leads you to Fort-de-France, the capital of Martinique. During the 18 months of your military service as a technical aid volunteer, you supervise a group of young people from the Séminaire Collège in the areas of moral training and academic support. You will discover the meaning of mutual aid, fraternity and volunteering within several associations which aim to provide concrete help to young students, young farmers, the elderly…
Barely out of military service and after a short stint at the Martinique DDASS, the need for larger spaces and to feel useful to your fellow citizens lead you to pass the entrance examination for the police school.
You joined the school for gendarmerie non-commissioned officers in CHAUMONT (52) in June 1983. Six months later, I was assigned to the Paris-Exelmans territorial brigade, which bears the name of Captain CHALVIDAN. A little history: on August 22, 1944, this officer of the gendarmerie and resistant from the first hour recovered weapons and ammunition on the airfield of Vélizy-Villacoublay in order to supply the police headquarters. Surprised by a German patrol, he was killed by a burst of machine gun fire. He leaves behind a widow and three orphans including Marie-Thérèse who was 4 years old that year.
Passionate about the exercise of the judicial police, you quickly obtain the qualification of Judicial Police Officer and are assigned to the prestigious Paris research brigade. You lead and participate in numerous investigations affecting the entire criminal spectrum, namely economic and financial offences, burglaries, violent crimes including a double assassination, of which a French couple is the victim, in Guatemala. These investigations lead you to discover all of France and several foreign countries including the United States, Canada, Belgium, Spain, Luxembourg… in pursuit of crooks, thieves, rapists, etc.
To reward your actions, on September 1, 1988, you were awarded the National Defense Bronze Medal. The silver medal will be awarded in 1991 and the gold medal on January 1, 1994.
In 1998, you volunteered and were elected to represent non-commissioned officers. In these new functions, you discover others and learn to listen to them and hear them. You accompany those who have a difficult passage in their professional life and advise the youngest in their orientation.
Promoted to the rank of warrant officer, your leaders entrusted you with the command of the territorial brigade of Issy-les-Moulineaux on February 16, 2000. You discovered another universe there: it was a question of managing the day-to-day life of a gendarmerie unit, to take into account the difficulties of each of the personnel, to be the guarantor of the good relations of the gendarmerie with the local elected officials, the companies, the other administrations, the associations etc.
It is then that you discover that a neighbor of the brigade is none other than Marie-Thérèse CHALVIDAN, the daughter of the captain whose name your old barracks bears.
A fierce defender of the army-nation link, you become a member of the association of godmother towns of which Mr. SANTINI, former minister and mayor of the town of Issy-les-Moulineaux, is the president.
Once again, you obtain the confidence of your comrades and are again elected as representative of the non-commissioned officers of the department of Hauts-de-Seine.
On November 1, 2005, you were assigned to the Nanterre research brigade and you returned to your first love: the judicial police. For two years the nomadic life resumes. You run two OPJ training classes there for young soldiers from the Hauts-de-Seine department. At the same time, you prepare for and pass the competitive entrance exam for majors in 2006.
On August 1, 2007, you were appointed to the rank of lieutenant and took command of the Boulogne-Billancourt territorial brigade. This appointment in the officer corps distinguishes the success of a career as a non-commissioned officer at the heart of the daily service of the gendarmerie
Here again, you are elected president of the officer category within the representation and participation bodies of the department.
On August 1, 2010, you left Hauts-de-Seine for an assignment as head of the human resources support group of the brand new interdepartmental gendarmerie group in Paris. the GGIP brings together all the soldiers and civilians of the departmental gendarmerie who work in the departments of Paris, Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne.
The headquarters of the GGIP leaves the barracks on rue de Béarn in Paris to join the Chalvidan barracks.
On August 1, 2011, you were promoted to the rank of gendarmerie captain and maintained in your position.
Mrs. Marie-Thérèse CHALVIDAN, whom you had recently on the phone and who learned of your distinction, is proud for you and joins her most sincere thoughts to the Universal League for Public Good, which will present you with its silver medal with Palm.
Leila KADDOUR-BOUDADI
Leïla was born on June 25, 1980 in Aubergenvîlle in the Yvelines to a worker father in a cement factory and a stay-at-home mother. Both children of harkis, were repatriated to France in 1962.
Leïla grew up in Charente, a few kilometers from Angoulême.
Student at the University of Poitiers, she obtained the CAPES in Classical Letters and began her career as a teacher in French, Latin and ancient Greek in secondary school, also at the University. Even today, she remains on availability at the National Education.
In 2009, she concretized her first love as a student by returning to school, this time on the other side of the office, to learn the profession of Journalist at the Public School of Tours.
Web editor for the pan-African news site “Afrïk.com”, initiated by Hervé Bourges, Leïla cut her teeth as a reporter for France 3 Ile-de-France alongside François Pécheux.
Noticed as a culture columnist in the program “Ça balance à Paris” broadcast on Paris Première and presented by Eric Nauleau, Leila began presenting news bulletins on the I Télé channel of the Canal+ group. Expected to replace Ariane Massenet at the Grand Journal, Leïla writes there alongside Michel Denisot and Jean-Michel Apathie to close the season. At the start of the 2011 school year, she officiated as a columnist for the TPS cinema program.
In January 2012, the Franco-German channel Arte made her the new face of news to present its new formula Arte Journal, exclusively oriented towards the international market, every day at 7:45 p.m.
Alongside her activities as a journalist, Leïla regularly pursues her collaboration with the magazine Causette, a women’s declared publication of political and general information.
Focused on new technologies, Leïla created Ubane, her web agency in 2010, which participated in particular in the creation of the websites of Pascal Josèphe’s company IMCA. She also carries out consultancy assignments for communication companies.

He was born in 1970 in Ji Nan Province of Shan Dong, China. Graduated from the Ecole Normale Supérieure (Shan Dong) in Art in 1989, then a master’s degree in Literature in 1996.
Currently a lecturer at the Shan Dong Institute of Arts, his works are exhibited in numerous national exhibitions and are rewarded.

DAVID Pierre-François
At the origin: a certain number of convictions built up gradually. My family has always been sensitive to social questions, questions of solidarity, justice, education, articulated on the need to organize an economic life as much as possible at the service of the greatest number. During my studies, various opportunities to practice with young and old people reinforce these convictions. A decisive experience with seven years of cooperation in Africa. Then my field of professional competence and that of my action will become clearer: it will be that of the professional training of young people and adults, which becomes the axis of my commitments. I will remember three.
First, with regard to young people in apprenticeship. The beginning of the action was to have the specificity of this training path recognized. Recognition that has gone through the development of original educational solutions and their implementation. This is still topical, because the system mainly used in our country marginalizes young people whose only “defect” is not to correspond to this model. Their intelligence needs the support of “doing with their hands to agree to theorize”. Without this fundamental recognition, we will continue to exclude. This was possible within a very old institution in Lyon (1864), the Société d’enseignement professionnelle du Rhône, the SEPR, of which I was the educational director from 1989 to 2007.
But pedagogy is not enough: some of these young people encounter financial difficulties which risk compromising their training project. For 15 years, with colleagues, we have launched an association, SEPR3P, to offer them this one-off assistance and support the projects they can build around their training.
Although retired, I still actively participate in this association.
Thirdly, with regard to young Lebanese. Contacted in 1989 by the Lebanese NGO Al-Kafaât, which wanted to set up a technical school for young people who had not been educated during the war, I was able to work for 23 years creating workshops. Workshops with 22 specializations: automotive, printing, hairdressing, clothing, jewellery, electrical engineering, home automation, etc. corresponding to the needs of the economy of this country and a skills validation system that did not exist in Lebanon in the 1990s.
With the return of peace and a certain stability over the past ten years, this organization is evolving towards a more traditional school and I provide educational support to the team that runs it. Currently 1,500 young people benefit from it each year. After having organized full-time direct cooperation operations, the Lebanese team has become totally autonomous but wants me to always provide follow-up.
Given the financial difficulties of the country, and to allow its access to socially disadvantaged young people, I oriented the pedagogy implemented, towards that of production schools. I find there a form of “internal alternation” which is well suited to these young Lebanese who have encountered the same school difficulties as their French comrades from the SEPR, during their previous school career.
For all your commitment and the energy you put into it, even though your current health handicaps you, and that’s a great lesson in life… the Universal League for Public Wealth is happy to honor you with its Gold Medal .
Muriel POULLAIN
You were born on November 8, 1959 in Marseille, where you completed brilliant university studies, including a Bachelor’s degree in Applied Foreign Languages, a Bachelor’s degree and a Master’s degree in Tourism & Regional planning, a DESS in Tourism Economics (3rd cycle) obtained with honors in 1983, 2 diplomas from the British Chamber of Commerce, a certificate in Strategy and Marketing Policy from ADETEM and an Executive MBA HEC in Management (1996).
You started your career in Tourism very early within the family structure and then in various Tourism entities, including a good number of years on international missions, for the ACCOR group, then as Director of Commercial Agreements at HAVAS Voyages, Voyages Dinners, SCAC Friedland, American Express, to name only the most significant groups.
Halfway through your career, you embarked on the internet (EXECUTIP), then in economic intelligence, with an essentially patriotic goal. .
You worked as an executive in various companies before becoming Chairman of the Management Board of GSEF in 2005, a functional services holding company with its 5 subsidiaries (in construction and renewable energies), then the development of BENARD & DAUGERT, a company specializing in decorative painting (patinas, trompe-l’oeil, gold leaf gilding, panoramics, murals, ornamentation). You have been participating for 2 years in the European Days of Artistic Professions, which allows the general public to visit these artistic craft workshops and to promote these endangered professions.
You are a fighter and you get involved in rallies such as: the Paris-Dakar (in stewardship), the Translapone on a snowmobile (north of the Arctic Circle) as a participant, etc.
This naturally leads you to take care of Associations such as HEC where you are a member of 3 professional group offices: Tourism, International Development (Vice-President) and Advanced Technologies & Innovation. You are also the initiator and organizer of a monthly HEC / OSEO EXCELLENCE “After Work” to develop networking between managers and facilitate the hiring of young graduates.
You are involved in several associations including La Fondation pour l’Enfance, CARE, the Bougainville Committee (Federation of Tourism Entrepreneurs) since its creation and UGAB (Armenian General Charity Union) since 2012 – these last two as ‘Administrator.
You are also an active member of the MADIE group (method of decision support through economic intelligence, intended for SME managers and developed in a purely patriotic and voluntary approach).
You are co-author of the book “The practical guide to economic intelligence” prefaced by Alain JUILLET, Editions EYROLLES, published in December 2009 and whose copyright is donated to a foundation. Another opus is in progress on co-innovation which will be released this summer 2013 and whose royalties will also be donated to an association. You are also a sponsor of the AROP (Association for the influence of the Paris Opera), the Institut Curie, the League against Cancer, Medical Research, Guides Chiens d’Aveugles, NRB Vaincre le cancer, SOS Children’s villages, Artists painting with their mouths, Links (AIDS), IRME (spinal cord), your school near you, etc.
