TARDIEU Marie-Thérèse dit Maïté
Calligraphist and journalist, Pierre CHANG, was born on May 20, 1938, in Kien Suy, Yunnan, China. He graduated from Yunnan University and published a book.
In the 1950s, he was a war correspondent, senior reporter and editor in Laos and Vietnam.
Between 1959 and 1975, he was a teacher and dean of students at the Chinese high school in Laos.
Some 5,800 students have studied at this institution, which is considered one of the best known and most influential in all of Asia. After the fall of communism in 1975, more than 20,000 teachers and students from this school fled and found refuge in France, the United States, Canada, Australia, Hong Kong and Thailand.
It was at this time that Pierre Chang arrived in France with his family. In 1993, he founded the Association for the Solidarity of Chinese High School Teachers and Students in Laos. He organized donation collections for the earthquakes in Taiwan in September 1999 and in Sichuan in 2008 and the floods in Taiwan in August 2009.
Many prizes and medals have been awarded to him for services rendered for the governments and private organizations of Laos, Thailand, Taiwan and France.
I have personally been able to see your presence in various charities where I was also able to admire your talent in calligraphy retracing poems in ideograms.
For your attachment to culture, helping others and your humanitarian charisma, we are honored to award you our silver medal with Palm.

Major Berthelot, you are director of the Circle of Paris of National Gendarmerie Officers where we are meeting this evening.
Since the beginning of the revival of the Republican League for Public Good, you have regularly received us for our events. We have repeatedly written to your colonel, how your services, whether reception or catering, are of high quality. Alas, this evening will be our last demonstration in these places, because the city of Paris does not support this appendix of the National Gendarmerie expresses the wish to recover these places. At the end of 2000, you were transferred as director of the Paris Circle of National Gendarmerie Officers. Your qualities as a leader, organizer and your diplomacy earned you the promotion of major in 2004.
You are responsible for meals and cocktails for the highest authorities of the National Gendarmerie, as well as for foreign delegations where your talents earn you the congratulations of your superiors. You also welcome the senior executives of the City of Paris and the Administration, who will be the first to be penalized by the services provided.
You are holder of the Military Medal, holder of the Gold Medal of National Defense, of the Medal of Franco-German Relations, of the medal of the city of Paris, as well as numerous associative distinctions including the Gold Medal Civic Star, to which, with our congratulations, is added our Silver Medal with Palm and Crown.
FLAHAUT Daniel
Born in 1945 in Redon (Ille et Vilaine), after your schooling, you join the Air Force
and go to Nîmes. You integrate the base of Caen, then that of Ris-Orangis base 290
In 1969, you took courses in Law, then you were transferred to the military radar coordination detachment at ORLY.
At the end of your military engagement, you enter the manufacture of printed matter, in particular at the Hermieu printing house.
Then you developed your own communication agency until your retirement. In 1979, you were elected Honorary President of the Paris section of ANSORAA (National Association of Air Force Reserve Sub-Officers).
In this association; in addition to the help provided to the various members, you develop a real animation such as it could have been in a high level club.
From 1986 to 1990, you were National President. You become Director of the publication of the ANSORAA review; then from 1987 to 1990; you are appointed assistant reserve officer to the Major General of the Air Force.
You are the holder of the Youth and Sports bronze medal, the voluntary military service medal (bronze in 1983, silver in 1992 and gold in 2003).

Born in 1938 in Buzançais in Indre, you studied literature with a law degree. Then through continuing education in 1963, you prepared for the category A interministerial competition, for access to the rank of attaché. However, you continue to improve your skills through professional training.
You have therefore been a civil servant at the Ministry of Veterans Affairs for 44 years, a career that includes 4 phases of development within this Ministry.
First in the drafting of disputes on pensions,
Then, setting up vocational training,
You continue within the framework of the Memory (reorganization of the 256 national Necropolises),
And finally, to Management and Stewardship in the Minister’s Office. You are in charge of subsidies for the Combatant World as well as for the Aafrican and Malagasy Combatants.
Your civic commitments lead you to the position of elected councilor of the arrondissement in Paris 12th
Currently retired, you continue to work for the Combatant world, member of the FNACA, ACPG/CTAM, then Head of statutory commission at UDAC. You are also part of ANACR by being an active member of the National Council, also present in the action committees of the Georges Contenot Group to provide assistance in keeping the elderly at home in the 12th arrondissement of Paris where you you are also responsible for Grands ensemble and Mémoire within the framework of Grand Paris. Of course, I only mention the most conspicuous actions, so great is your commitment to others.

You were born in Nice in 1956 and After studying literature and human sciences, you headed towards journalism. You are fluent in English, Italian, German, Spanish and Niçois.
You have always been attracted by new cinema technologies; music and aeronautics. You also have your pilot’s license and qualifications on certain American flight devices. You are a member of the Air France Aeroclub in Toussus-le-Noble.
You started your career at Radio Monte-Carlo, then you worked as an image reporter for American TV ABC news and for 24 years, you were in charge of developing news magazines all over the world. You cover the war in Lebanon, Iraq, Iran, etc., as well as the trips of American presidents. You have also been accredited by the White House, which allowed you to be on board Air Force One with the last four presidents.
In 2005, you entered the service of his Royal Highness of Saudi Arabia, then in 2006 consultant to his Excellency the Ambassador of Libya in France. You returned to TV as production manager at the “52 minutes newspaper” on France 5, then from 2007 to the present day as communication director at the MSP company in Suresnes.

ROUMEGA Michel Jean
Born in 1949, you studied business in Paris after military service in the 1st RCP in Idron.
You joined the Bouygues Company in Abidjan in 1975-78 and at TECHNIP from 1978-80. You resume studies at the Ecole Centrale de Paris in the 3rd year for the management of financial portfolios and interest rate option.
You joined Framatome from 1984 to 1994 as head of the finance and international trade department. You are responsible for setting up financing related to reactors for military use, with liaison with the DCNA of Cherbourg as well as for interventions on projects located in China, Finland, Sweden, Canada, Romania, Yugoslavia and Spain .
You are also head of the finance and treasury department at Télévision de France, bringing your knowledge of takeovers, mergers and acquisitions of companies in the audiovisual and broadcasting sectors. You join the Communication Engineering and Broadcast group, a company under English law which operates on the Russian markets, a company oriented towards the design of computer programs intended for audiovisual production.
Since 2003, you have been director of the ROSCOM Group, an international company which operates in various fields, management of investment funds, securities, development of industrial projects in the agri-food sector.
But your life is not just made up of numbers, because you are interested in the medieval history of the Basque Country, Béarn and Spain. Then that of ancient civilizations and, in a more contemporary context, geopolitics between the West and the countries of the Sino-European bloc.
You are divided between France, Switzerland, Cyprus, Russia and other countries of interest for your activity, the perfect knowledge of French, English, Spanish and Russian facilitates these exchanges on a daily basis.

SIATKA Christian
Born in 1972, in Volvodie de Basse Silesie, you became an engineer in genetic biotechnologies from INSA Toulouse, a toxicological neurobiologist and geneticist from the University of Montpellier, where you carried out your first activities as an expert in the police laboratory of Marseilles. Then you put your experience in medical research at INSERM and in the pharmaceutical industries.
It was in 2003 that you joined the DNA school in Nîmes. You are the Director of Research and Development, but also administrator and scientific advisor. You remain faithful to the concept of the DNA school, with a daily fight for the dissemination of knowledge in science, because these issues are global and will be decisive in the 21st century. Science since 2007 is considered by UN resolution as a Public Good and this was the year dedicated to it.
You also practice disseminating information to patients and associations and you make citizens, whether French or worldwide, aware of the advances in genetic study and the new therapies that are emerging. For you, scientific evolution must benefit everyone on this Earth.
Lecturer in Nîmes, you are a trainer in human identification for the National Bar Council as well as at the Police School of Nîmes.
Through your teachings in forensic biology, you insist on the duty to respect the regulations in terms of biological sampling, and this, with dignity and respect for the citizen.
Scientific columnist on France Bleue and 7LTV, you are also part of the Board of Directors of the National Committee for Children in Gard as Secretary General.
Three areas are dear to you: Prevention, Information, Training.

LOPEZ Catherine
Born in 1950 in Versailles in a military environment by your uncle, General de PUY MONTBRUN, whose name comes from the Knights of the Order of Malta, you studied at the Sacred Heart and obtained a diploma in Modern Literature, as well as a master’s degree in psychology from the University of Paris.
You also enroll in the Conservatory of Dramatic Art. You work there on the piano, the staging, and Art. You are recognized by SACEM as an artist as a songwriter.
You met Francis Lopez in 1983 during a competition, which led you to work with him on a new operetta. Since then, you have not left him: engaged in Montreal, married in Monaco, you have thus lived with him for 15 years. He leaves you a colossal work after his death in 1995: 50 operettas with more than 3000 songs. You therefore inherit this prestigious national heritage, not to mention the soundtracks of films such as: Imperial Violets, Quai des Orfèvres, La Caraque blonde (film produced by Paul Ricard).
All the great artists have sung his work: Luis Mariano, Georges Guétary, Maurice Chevalier, Joséphine Baker, José Todaro, José Villamore, Roberto Alagna who recently received the Gold record for singing Francis Lopez as well as André Rieu. You therefore have the heavy mission of continuing to promote this French heritage throughout the world.
You work in many associations and charities such as the Restos du Coeur, the Telethon, for which you organize galas for the benefit of these associations, of course.
With Joy Casanova here present, you have written and composed a work dedicated to the cause of abused children. This anthem has also received a favorable opinion from the UN, which we will make our own.

After various positions: in particular at SPIE-TRINDEL, where you work on high voltage lines, you leave for Gabon at SOGEC, a subsidiary of Bouygues. You are committed to modernizing the water, electricity, telephone network, pumping stations and water treatment, etc. You also work in neighboring countries: Congo Brazzaville, Cameroon, Equatorial Guinea.
You also work at the Dr Schweitzer Hospital in Lambaréné.
Back in mainland France, you set up as a hotelier in the Principality of Andorra.
You are also the SPIE representative for Andorra and responsible for the high voltage lines.
You launch the first French-language newspaper in Andorra; the Echo (not that of the savannahs), which will be printed in 3000 copies.
In 2002, you became President of the UFE (Union of French Abroad), then in the context of the defense of the French language, you created the Alliance Française in Andorra in 2003.
In 2005, on the personal reservation of President Jacques Chirac, you were promoted in the presence of the French Ambassador: Knight in the National Order of Merit. You attach great importance to the dissemination of the French language by creating schools, newspapers and by official decree, a new radio.
This new French-language FM radio broadcast for Andorra and border residents will soon be operational.
You are also an ardent defender of the preservation of Nature, an essential element of the Public Good. And, faithful to Malraux’s thought, you quote a sentence that could be ours: “Man is a fundamentally responsible, cultural and united being”. We hope so with all our hearts!

Born in Corsica in 1943, you completed your university studies in sports medicine in 1972 in Paris. Then after a doctorate, you take a master’s degree in social psychology; then a doctorate in philosophy of education at Paris I.
In 1986, you passed your university degree in sports podiatry and then another in methodology and practice of clinical trials in rheumatology.
You profess these specificities, both at the Hôtel Dieu, in higher schools and in universities. In 2000, you took up the post of Head of Physical Medicine and Orthopedic Rehabilitation at the Cognac Jay Hospital in Paris XV.
You have been a doctor of the French Federation for Underwater Studies and Sports, National Doctor of the French Wrestling Federation and a member of the World Medical Commission.
You are a reserve officer in the French Navy and were medical officer of the 2nd group of demining divers of the French Navy in Brest.
You are an IHESI graduate and Defense Advisor to the Minister of the Interior.

RINA LIN KUNG
You were born in 1934, in the international concession of Gulan Yu Island near Xiamen.
Married to a diplomat, you come to settle in Paris. You have spent a lot of time with young underprivileged children during your travels in Africa. You organize sales at Drouot to make donations to help welcome orphans. It was only after seeing your three children parade on the Champs-Elysées on July 14 in the ranks of Polytechnique or on the campuses of Centrale that you decided to take painting lessons.
You obtained a master’s degree at the Ecole des Beaux-Arts in Paris with honors. Despite all your immersion in Western painting, your painting remains very attached to Chinese art. You obtained the painter’s medal from the Taipei Art Museum, then in 2000 the Deux-Rives gold medal by the Chinese government, as well as the Gold Medal of the city of Hsinchu (Museum)
You are also a poet artist and in 1998, you received the degree of “Doctor of Humanity” at the World Congress of Poets in Bratislava, organized by the “World Academy of Art and Culture”.

Most of your paintings express wild nature, the one that looks like eternal China. Let’s hope that this message of always wanting to look at our Earth with the eyes of an artist, so that we can appreciate all the charm that emanates from it, will be heard by the World in your message of Peace. Then, perhaps we will understand the chance to live in these landscapes in harmony with the fauna and the peoples who have received their enjoyment, provided that we pass on the quintessence to the following generations.
For your commitment to peace, humanity through your art which magnifies our environment and thank you for making us aware of the beauty of the things of nature which belong to the Public Good, we are honored to present you with our medal of Gold.
BASCOU Jacques
Born in 1956 in Castelnaudary in the Aude, you successfully completed your degree in Economics after graduate studies in econometrics at the University of Montpellier. You become the collaborator of two successive deputies of the 2nd district of Aude, that of Narbonne:
Pierre Guidoni deputy from 1978 to 1983, then Régis Barailla deputy from 1983 to 1993.
From 1993 to 1997, you became Chief of Staff for neighboring local authorities (Béziers and Castelnaudary).
You were elected deputy in 1997 in Aude, then appointed to the municipal council of Narbonne in 2001.
You were re-elected MP for Aude in 2002, then became mayor of Narbonne in 2008. You sat in the Socialist, Radical and Citizen parliamentary group.
You are also president of the Community of agglomerations of Narbonnaise and your attachment to the defense of your region is well established.
Your different functions make you make habitat decisions that are in line with respect for the environment and people.
For your total commitment to serving the community and the Public Good, we are particularly proud to present you with our Gold Medal.
NASTASE Ilie
You were born in 1946 in Bucharest, Romania. When you were very young, you distinguished yourself on the courts by your joy in playing tennis. Your combativeness and of course your sense of the show made you a young person very quickly noticed.
It was at the age of 20 that your international career exploded, because before that you had not been able to go beyond the iron curtain to meet other players of international level. Your first big win will be in Sweden in 1969 after knocking out Tony Roche and Stan Smith. You also play doubles with your compatriot Ion Tiriac. From 1970, you joined the club of the 20 best players in the world and in 1972 you are in second place. And so you continue at the top of the rankings. You have such a long track record to list that I will only mention a few figures. You were the 1st in the ranking of the first ATP ranking.
You won the US Open in 1973, Roland Garros in 1973. You won 87 tournaments in singles and 55 in doubles, which obviously represents a star career. You took your official retirement in October 1985 in Toulouse, where the French gave you a standing ovation. You do not stop playing tennis and everyone is pleased to see you play in charity events with other veterans. You often played with your friend Jimmy Connors.
Your sense of the show also made you record a disc in France in 1987.
You have received numerous prizes devoting your sporting life, both in the press and in the institutions which give you the prize of the decade, a prize which rewards the best player over ten years.
You held the position of President of the Tennis Federation in Romania, and you were its ambassador, even in politically difficult years. The Romanian Government, following your career as a military athlete, also raises you to the rank of 2-star General.
Your sense of showmanship on the courses with sometimes a little provocation in front of the referee, you trained the public always on your side. This is perhaps what made NIKE find in you its first athlete to mediate for its brand.
France, having adopted you, through its Head of State, gives you the order of the Legion of Honor, in order to thank you for having also been able to adopt us and carry your values throughout the world.
Today it will be our turn to give you our modest gold medal, but it represents by its symbolism, your place in the Public Good which is and will be since 1465 the reflection of a fight so that our Planet, Man remain free.
