Delivery to the National Assembly

It is with the 4th year of a forum with African countries through their decision-makers and economic partners, under the aegis of Croissance Peace and its president Ludovic Emanuely, that the Universal League for Public Good awarded its gold medal to Lansana Kouyate.

Named by the members of the office of Croissance Peace, Lansana Kouyaté received very moved; under the applause of the room, the diploma as well as the Gold medal and badges by the president of the Universal League of Public Good Jean-Claude Baudry, assisted by Nicole Ricard (Gold medal of the League), thus devoting his merit and commitment to the Public Good.

Mr. Lansana Kouyaté of Guinean nationality was successively:

  • Ambassador Extraordinary and Plenipotentiary to Egypt, Lebanon, Jordan, Sudan, Turkey, and Syria with residence in Cairo
  • Ambassador Permanent Representative of Guinea to the UN
  • Vice-President of the UN Economic and Social Council (ECOSOC)
  • Acting UN Representative in Somalia then Full Representative. As such, he initiated and chaired the first real conference of reconciliation of the Somali factions in Addis Ababa and the second in Nairobi which resulted in a general agreement offering this country a lull which lasted two years after the departure of Kouyaté.
  • After his stay in Somalia, he was appointed by the UN Secretary General as Under-Secretary General for Political Affairs in charge of Africa, the Middle East, Afghanistan, Tajikistan and administrative support to the UN Security Council.

The reconciliations, among others, in Liberia, Sierra Leone, Angola, Mozambique, Burundi and Guinea-Bissau, bear the mark of his efforts.

In 1997, he was unanimously elected Executive Secretary (former name of the current president of the commission) of the Community of West African States (ECOWAS). He undertook vast reforms redirecting regional integration towards social, economic and peace in the sub-region. The boldest and most advanced conflict prevention mechanism through the adoption of the Protocol for Prevention, Conflict Management and Peacekeeping and Peacebuilding in West Africa. He created a mediation and security council, a council of staff for the prevention of conflicts and a council of wise men responsible for anticipating tensions so as not to see them erupt.

He gave the West African Women’s Association (AFAO) an impetus never equaled

He launched the additional protocol on democracy and human rights considered by many foreign countries, especially those of the West, as a real constitution for the sub-region. It strengthened the free movement of people and goods by creating an ECOWAS passport now issued by all member countries. In the process he designed the Monetary Zone of West Africa whose institute, future central bank of the 2nd monetary zone in West Africa) is established in Accra.

Finally, he set up the ECOWAS parliament and court of justice, institutions provided for since 1975 by the ECOWAS treaty. In 2002 the Secretary General of La Francophonie appointed him as his representative in the inter-Togolese mediation committee (Olivier Stirn represented France).

When the Ivorian crisis broke out, he was appointed to represent La Francophonie in the monitoring committee of the Marcoussis Agreement. He was entrusted with the opening of the office of the organization in Abidjan, he made a contribution of high quality recognized by the parties in conflict.

In 2007, following a popular uprising in Guinea where more than 100 dead were recorded, he was called by President Lansana Conté (among 4 names submitted by the unions) to be Prime Minister of Guinea. In 15 months of charges, he accomplished among other things:

  • the strengthening of the Guinean franc and a drastic reduction in expenditure considered superfluous by the State, the reimbursement to the central bank of a significant part of the debts of the public treasury, the strengthening of relations between the Central Bank and the banks primaries, all of which lead to lower consumer prices in the market.
  • the importation of urban and interurban transport buses that had disappeared for a very long time.
  • experimenting public lighting with photovoltaic energy
  • resumption of long-broken relations with the Breton Wood institutions

Establishment of a multi-billion fund for the employment of young people in self-employment with a framework guaranteeing sustainability through good management.

He designed a program for the social reintegration of people with disabilities with the granting of materials likely to facilitate their mobility and practical measures to erase the complexes and ostracisms of which they were victims.

Today, president of the Party of Hope for National Development (PE.D.N), he continues his activities of gathering around the union of Guineans for the emergence of a true Nation, the promotion of the Rights of the ‘Men, the promotion of women… At the same time, he dug boreholes on his own in the villages, made donations to the various places of worship, repaired bridges and ferries to open up towns and villages.

The 4th International Conference on Shared Growth with Africa Croissance PEACE 2019 was held at the National Assembly on Monday, April 8, 2019 on the theme of “Public-Performed Private-Private Partnership” (6P) with Africa .
